The establishment and operation of Travel Agencies is regulated by the Tourist and Travel Agencies and Tourist Guides Law of 1995.
Who can apply:
Any interested party must submit a duly completed application for a licence to the Deputy Ministry of Tourism for examination and evaluation.
Such licence may be granted to:
- A physical person residing in the Republic of Cyprus or in another EU member state;
- A legal entity established in the Republic of Cyprus or in another EU member state.
It is to be noted that companies established in third countries may operate in the Republic of Cyprus through representation by a licensed local agency in Cyprus.
- As to the office Manager:
The office must be managed by a person who fulfills the following criteria (amongst others):
(a) must be either a graduate of a recognized higher school of studies in tourism, or possess a University degree in tourism, and have at least one year work experience in a travel agency, OR
(b) be a holder of a University Degree and have at least three years’ work experience in a travel agency, OR
(c) be a graduate of a sixth grade school of secondary education and have at least seven years work experience in a travel office, an airline or a shipping company in departments dealing mainly and directly with tourist and travel activities,
(d) have good knowledge of at least one foreign language of those prevailing in the tourist industry.
- As to the Agency Name:
The relevant legislation provides for some requirements regarding the name of a Travel Agency.
According to the Deputy Ministry’s policy it is desirable that:
(i) The names derive from the Cypriot culture, history, civilization and the special characteristics of Cyprus.
(ii) Greek names must not be translated but must be written in Latin characters.
(iii) The names where possible must be brief, meaningful and in no way include initials or a combination of initials and words.
(iv) Names of cities, villages or locations may not be included in a name.
The Deputy Ministry of Tourism proceeds to examine and approve a name irrespective of whether the said name was approved or not by the Registrar of Companies and at the same time is not bound to accept any name registered with the Registrar of Companies either as a legal entity or a trade name.
- As to the Office Premises
A travel agency must have suitably furnished and independent premises of an area of at least 20 sqm. with a private toilet and wash basin.
- As to Personnel
A travel agency must be staffed with at least two persons including the Manager.
- As to the Deposit
Upon approval of the application the following is required:
(i)Deposit of a guarantee of €15.000,00 either by way of cash or by a letter of guarantee from a Bank or Credit or Insurance Institution and,
(ii) Payment of €400,00 licence fees for the licence to operate for the first two years or part thereof.
It must be noted that it is prohibited to operate or advertise as a Travel Agency or to use the term tourist or other related words without the relevant licence.
